A bill that would make it legal for adults to shoot off fireworks in Iowa has cleared a subcommittee in the Iowa Senate. Senator Wally Horn, a Democrat from Cedar Rapids, said the general public wants it.
“I don’t know how many more fireworks will be set off if we pass this law than it is right now,” Horn said.
Senator Jake Chapman, a Republican from Adel, agreed.
“By and large my constituents are very supportive of legalization of displaying fireworks,” Chapman said.
But the move to legalize Roman candles, bottle rockets and other consumer firecrackers does have critics. Scott Anderson of Brandon, a past president of the Iowa Pyrotechnics Association, told senators fireworks should be handled by people who’ve been properly trained.
“It may seems strange that a pyrotechnics club is hestitant to endorse a consumer fireworks bill, but being aware of unintended consequences…we have questions,” he said. “Right now you’ve got to have a permit to shoot fireworks with in the state of Iowa…We don’t see what’s wrong with that.”
Sandra Jaques, a lobbyist for the Iowa Medical Society and the Iowa Academy of Ophthalmology, also spoke to the three-member senate subcommittee this afternoon.
“We appreciate that you’ve made it (legal) for 18 and over, but a lot of the injuries are actually sustained by bystanders and not by the people actually setting them off, so children would still be at risk,” Jaques said.
Novelty items like sparklers and snakes are legal to light in Iowa, but all other fireworks have been illegal to set off in the state of Iowa since 1938, although it’s not a crime to merely possess unexploded fireworks. John Pederson, a lobbyist for the Iowa Professional Firefighters Association, said the group is “leaning against” legalizing consumer fireworks.
“We’re concerned not only about fire safety but the medical responses that we also have in situations like this,” Pederson told lawmakers.
The U.S. Consumer Product Safety Commission estimates 8,700 Americans went to a hospital emergency room in 2012 for treatment of an injury caused by fireworks and 46 percent of those patients were under the age of 20. Senator Mark Chelgren’s proposal to dedicate any sales tax revenue from fireworks’ sales to a special fund for fire departments is not included in the bill that will be considered in the Senate State Government Committee Wednesday.

Casino du Lac Leamy fireworks and music show moving this summer

OTTAWA — Casino du Lac-Leamy’s annual fireworks show will move to a new location this summer, as it sets up for the first time at the newly renamed Canadian Museum of History in Gatineau — with fireworks being launched over the Ottawa River.

The event, being held on Aug. 2-16, has typically brought international teams to the region for the fireworks-set-to-music show.

Event president Claude Hamelin said that after 18 years of hosting the event at Leamy Lake organizers believed it was time for a change of venue. Casino du Lac-Leamy has renewed its title sponsorship of the event for three more years, a release noted.

“As a gateway into Quebec, the Outaouais region needs to develop its potential,” Hamelin said in the statement. “The Sound of Light team wants to brighten up this gateway while providing new opportunities for the tourism industry in the area. By participating in the revitalization of downtown core, we will increase the event’s appeal by making it more inviting to individuals from here and abroad.”

Possible State Changes Concerning Fireworks

Right now fireworks that fly or explode are illegal in Florida.

A bill being considered by the State Legislature would change that situation.

It would allow each county to regulate the sale and use of these fireworks.

But some believe the change is a bad idea.

“We just think it is a bad bill,” said Sammy Sanchez, Fire Marshal for the South Walton Fire District. “We just think all it is going to do is cause more injury and property damage.”

“There will be an impact because people are going to get hurt,” said Catherine Rodriguez, Public Information Officer of the Walton County Sheriff’s Office. “It is just one of those things people are just not educated.”

According to the Consumer Products Safety Commission’s latest statistics, there were six firework related deaths and 8,700 firework related injuries treated in U.S. Emergency rooms in 2012.

Sanchez believes the number of injuries, and potential deaths will increase in Florida if the changes pass.

Other experts say those injuries will lead to lawsuits against homeowners and higher insurance premiums.

Regardless of the consequences, or their feelings, law enforcement official say they will adjust to any changes.

“We are enforcing the law, and obviously if anything changes we will enforce the change,” said Rodriguez.

The Senate Commerce and Tourism Committee has already passed the bill.

But it still has a long way to go before becoming law.

Private fireworks show over Ajax set for Friday evening

A fireworks show, “pyrotechnic ground display” and torchlight descent will take place Friday evening on Aspen Mountain on behalf of a private party.

A permit on file for the event lists Rocky Mountain Connections, a local event production company, as a contact. A representative there declined to comment on who was sponsoring the fireworks or why.

Aspen Skiing Co. spokesman Jeff Hanle also declined to provide details on who was sponsoring the event, but he said the fireworks are tied to a group that brought many people from out of town to be here.

“They’ve asked not to be identified,” he said. “ … Go out and enjoy a bonus fireworks show.”

The festivities kick off at 7 p.m. with a torchlight descent, where skiers from the Aspen Valley Ski and Snowboard Club carrying open flames will ride in unison down the Little Nell run. At 7:10 p.m., a five-minute “pyrotechnic ground display” — the nature of which will be a surprise — will take place on Little Nell. At 7:15 p.m., a 10-minute fireworks show will commence.

Municipality asks for fireworks proposals

A proposal request for fireworks services is hooked to 10 civic events the Halifax Regional Municipality will be hosting from June to December, according to a recent tender notice. The deadline for bids is Feb. 27.

The first pyrotechnic blast is to take place June 26, at a Bedford Days kickoff. The 10th will be a double shot on New Year’s Eve in Grand Parade and at the Emera Oval.

“Halifax Regional Municipality also reserves the right to add additional (fireworks) shows,” says the request for proposals.

The tender notice says the most expensive fireworks event will be a Natal Day display, in August, from the deck of the Macdonald bridge over Halifax Harbour; the cost estimate is $42,000, plus HST.

That display is to be launched off three or four flatbed trucks stopped on the span, the notice says. Some effects “will be able to be shot from the pedestrian walkway and (bridge) towers,” it says. The fireworks should last 10 minutes.

A month earlier, a 10- to 12-minute round of colourful blasts is to happen on Canada Day at DeWolf Park in Bedford. The waterfront event will cost around $20,000, plus HST.

Beijing sees 38 percent slump in fireworks sales on China spring festival

Fireworks sales in Beijing have slumped 37.7 percent this Spring Festival holiday season as more people shun them amid worries about worsening the city’s air pollution.

Local residents bought 195,000 boxes of fireworks between Lunar New Year Eve on Jan. 30 and Feb. 4, down 37.7 percent from a year earlier, the Beijing municipal public security bureau said in a statement Wednesday.

Prior to the Lunar New Year holiday, authorities and environmentalists had called on residents to cut spending on fireworks, as severe smoggy weather has become a constant source of public anger and complaints.

During the six days from Lunar New Year Eve to Feb. 4, 108 people were injured while setting off fireworks, down 34.5 percent from the same period a year ago, the bureau said.

There were no reports of deaths or loss of eyes.

During the period, local police received 7.4 percent fewer reports of fires caused by fireworks than a year ago, it said.

The Chinese have a tradition of celebrating the Lunar New Year with fireworks to add to the festival atmosphere and fend off evil spirits and bad luck.

The city’s sanitation authority said workers cleared about 800 metric tons of waste from fireworks on Tuesday, about 20 percent less than last year.

In addition, Shanghai can expect to see sulfur-free fireworks next year, as manufactures have developed products with low emissions.

More Shanghai residents may choose to buy the new type of fireworks after serious smog hit the city recently, said Wu Guo’an, spokesman for the city’s fireworks distribution association.
