New changes to the reporting process
一. Resumption time and scope. domestic and export enterprises can be unified return to work after the lunar calendar 8th. after the application is submitted, class 1.3 process production can be resumed and class 1.1 process production can be resumed after the approval.
Note: Class 1.3 process production can be resumed after the enterprise applies for resumption work.
二. Villages and towns(streets) should be responsible for the review and approval of enterprises resumption .resumption work review process requirement for 2018 CNY,fire fuse,gunpowder, display shell enterprise reported to the city fireworks& firecrakers safety supervision brigade verified and agreed to resume work after via villages and towns(street) review. but 2019 year, these 3 kinds of enterprises need only via local villages and towns (street) review and agree can resume work.

三. Streamline processes and reduce reporting document. to reduce the enterprises burden, Other departments in villages and towns are not recommended to take a quick ride for approval.

四. “one-stop” service allows enterprises to less running and more efficient.
Note: the signature shall be”one-stop” completed by the safety supervision station.
五. Advocate to resume work and approval in advance. It does not limit teardown time for enterprises to declare, but it can be approved in advance, than the enterprises can resume production when the time comes.
Suggestion: enterprises can apply to resume work in advance.
六. Encourage the innovative review way for return to work. for good security hardware and standard management,there will be no production safety accidents or enterprises that have been registered and punished in the year of 2018. It may be resumed production by itself after putting on record.
Suggestion: combine with the actual situation to implement and exempt from review.
七. Ensure integrity for return to work.
Note: the approval process strictly prohibits ” negative act” and ” Ask/Take/Block/ Demand “.
According to the project, there are 5 items” production shall not be resumed” and 14 items “return to work” requirement for enterprises, it must be implemented without any discount and perform in place, return to production with “diseases, hidden trouble and problems” is strictly prohibited.
Five items shall not be resumes the production requirement.
1.The safety production license expiration;
2.Where there is subcontracting, sub-package and multi-shareholder independently organized production, more than one production team center person organizes production in one factory area.
3.Being investigated and dealt with has not been rectified in place and unsolved case.
4.Being ordered to stop production for rectification;
5.NO installed video monitoring and drug general storage area Video monitoring and drug general storage area, no anti-intrusion alarm system is installed in the chemical raw material library, or partial failure is not repaired in time.
Fourteen items safety and condition for the resumption work requirements after CNY holiday.
1.Whether to establish the safety management organization and improve all kinds of institution(21 items) operating procedures, to implement the safety responsibility, whether if the enterprise to sign the safety production target management responsibility certificate with the team( production line), the team(production line and the position staff.
2.Hold the safety meeting before resuming work, organize the safety education and training for employees.
3.Whether the qualification meets the full-time safety officer and special job-taker requirement.
4.Whether it shall be fully tested and maintained to the lightning protection/fire protection/explosion protection and anti-static etc. other safety facilities looks like the production equipment/electrical equipment and fire-fighting equipment.
5.whether to thoroughly clean all warehouses and other factory areas, whether there is useless drug/ residue and other things in the setting pond and all warehouses.
6.Whether to carry out inspection, maintenance and repair for the loose & landslide around the warehouse and the roof the warehouse as caused by freezing weather.
7.Whether the firebreak is cut in place as required.
8.whether Video monitoring, anti-intrusion alarm system (including chemical raw material library) running operation is good.
9.Whether to revise the emergency rescue plan and set out the emergency drill plan.
10.Whether timely and full to pay the safety production liability insurance and employ’s injury insurance according to the provisions.
11.whether the safety production license is valid.
12.Whether there are situations that put on record, investigated and dealt with has not been rectified in place.
13.Whether there is the situation that it being ordered to stop production for rectification.
14.Whether there is subcontracting, sub-package and multi-shareholder Organize the production situation independently.
